What I mean is that, for very little programs, you can reach a very
high quality without needing a secure language like Ada or Rust. This is
essential if the program is to be accepted by a large community, like it
is the case for init. People will accept it if they can review it, and
there are much more speakers of C than Ada, Modula3 or even Rust. Init
written in Ada would only be accepted by a niche.
