Sometimes they are locked from the outside.

There's an ancient little ditty, coz at least in the old days, in many
places, the public toilets had to be paid for before use. Haven't seen
paid public toilets anywhere I've lived for a long time, but I did in the
distant past.

Here I sit, broken hearted.
Paid my penny, only farted.

I have heard / seen versions where "penny" was translated to the local
equivalent.
