Seems like a good thing but taking your point I wonder whether that would
actually result in more devices like fair phone? as more users would be more
grumpy about it rather than just hacking it or taking it to a phone shop to be
hacked and being told you should have bought one of these instead.

I don't understand this and always assumed when considering some of their
decisions that banks like to hide something within the fraud. Could you
elaborate on the theory of non-zero fraud is not optimal?
