Well, the start-up with respect to networking all depends on how your
system is set up. Especially, if your system is configured to "auto
configure wifi via dhcp" then it will require the wifi interface to be
fully functional (and include its firmware). I.e., if your system
waits for a dhcp response on the wifi interface, it will hang in
waiting.

You may need to change your network configuration to not do so (if it
does). Perhaps you could share the configuration for us to possibly
suggest whether and how to change it.
