As Antony said, it won't work as you probably intend.

You have a working system and within it you build a new system.

Any documentation describing multiple systems needs very careful
terminology to avoid confusion for the reader. (The writer is never
confused. =8~)))

After the installation process is completed, you want to make some
additions and changes in the "target volume". "apt install" is
attempted in the "installation host" but no apt command exists there.
apt may be in the new system but it isn't running yet.

A good method for an expert. Without chroot experience, may present
difficulty. =8~/

Another possibility: start the new system as a QEMU guest in the
installation host. Also may be difficult without QEMU experience.

Your "target volume" is removable; correct? Therefore put the target
volume in the "target machine" and boot.

Then no video; correct? Try methods described here and report
results.
