The icon is not linking to a launcher. It is the opposite: the
launcher, like an enriched symlink, contains the icon's location, the
command, the name of the application, possibly in several languages, the
category, and other details you can easily understand since it is all
readable text. The panel displays the icon and the name stored in the
launcher. Using the right mouse button, you can even modify the launcher.
The canonical locations where the icon are installed are for use by
the application finders, wether the general application finder of the
panel, or any application finder like the one used to configure the
panel, or the ones used by browsers, file-managers and mail clients when
you configure file-extension/application matching.
